question: Is it your opinion that the Raptor transactions then
were nothing more than sheer income statement manipulation? And
if you do think that, why do you say so?
MS. WATKINS: That is my opinion, and it is my opinion because
true economic risk was not passed to a third party. Raptor owed
Enron in excess of $700 million, and there was not an outside
third party that bore that loss. It was going to be borne by
Enron shareholders by an issuance of stock in the future.
